Leo was the Elemental Master of Form during the Serpentine War and a member of the Elemental Alliance.

Spellbound (flashback)[]
In the battle in Birchwood Forest, Leo went to fight the Anacondrai but were betrayed by the Elemental Master of Earth. Later, he appeared on his Elemental Dragon using his Sacred Flute to take control of a group of Anacondrai.
Pause and Effect (flashback)[]
Leo stood with the other members of the Elemental Alliance when Wu came up with the idea for Ray and Maya to use their abilities to forge the Time Blades.

Etymology
Etymology[]
Leo, in the context of Astrology, is closely associated with "fixed" form, stability, and structure, which is ironic, considering that as the Master of Form, he is able to change his outward appearance.

- Before his name and element were revealed, there were several comments about Leo:
- According to Tommy Andreasen, he is most likely the Master of Form taking on an appearance.[2]
- Earlier, Andreasen said "I can't reveal who it is ... But it's pretty clever."[5] When asked if it would be revealed in The Hands of Time or later, he said "Watch closely! Depends in the execution of the script."[6] He later said the character's identity will be revealed when the time is right.[7] He also said, regarding his past comment about Form, there is "No definitive answer ... most likely ... maybe ... maybe not."[8]
- Much like Chamille, Leo's name may be a reference to chameleons.
- Leo is absent from most of Season 7's flashbacks, specifically not appearing in the Monastery of Spinjitzu and the Battle for All Time in "The Hatching" and "Lost in Time" respectively.
- However, he appears in a painting in the Ninjago Museum of History, which depicts the battle.
- He also appears for a brief scene in the woods during Pause and Effect.
- He was the first Elemental Master besides Lloyd to be shown riding an Elemental Dragon.
- However, chronologically, he is the first Elemental Master to be shown riding a dragon.
- Leo shares many physical characteristics with other characters from Ninjago and other LEGO themes:
- He has the same hair piece as the Repo Man and Scar the Skullbreaker, which was introduced on Thorin, Fíli, and Kíli in the LEGO The Hobbit theme.
- His face design is nearly identical to that of Ash, the only difference being that his eyebrows are a dark tan color while Ash's are black.
- Both characters used the face lines originating on a City face print.
- His torso design is based on that of Coleman Trebor from LEGO Star Wars, also used as the basis for the torsos of Neuro, Libber, and the gray kabuki.
- The design on his legs resembles that of Dareth's original outfit and Libber's suit, as all of their legs design were based on the King in 7946 King's Castle, a LEGO Kingdoms set.
- His overal suit share the same design with Libber's exept for the colors.
