Overview
The New Imperium Council,[1] formerly known as the Public Shaming Platform, is a former method of punishment used in the City of Imperium. It was a way to punish people for anti-Empress sentiment, though in practice this extended to minor infractions, such as not wearing shoulder pads on weekdays. The victims of the punishment were publicly shamed on a livestream video feed, broadcast on giant screens throughout the city. It was regarded as the worst form of punishment used on dissidents in Imperium. The platform was later repurposed as an assembly for Imperian citizens and was used by Percival to send a message to Imperium to build a better future inspired by the bravery and courage of Sora and the other Ninja after the defeat of Empress Beatrix.

Lloyd, Arin, and Sora were taken to the Public Shaming Platform after they were caught not wearing shoulder pads on a weekday. As they were about to be shamed upon, Riyu, who was hidden in Arin's backpack, emerged and took down the guard before he could record them, and the three Ninja made their escape.
The Power Within[]
Percival would use the platform to send a message of inspiration and courage to the people to Imperium to help build a better society after the ninja defeated Beatrix and stopped the MergeQuake Storm from causing total destruction of reality as they know it.
