At some point, the Administrator created the Administration in the Land of Madness. They tasked the Administration Agents with various responsibilities, including maintaining order in the realms[1] and resolving any issues that arose in the Merge. One notable example of their duties was returning those who had become lost in the Merge to their respective home realms.[2] At some point after Jay Walker ended up in the Land of Madness, the Administrator sent some agents to retrieve Jay and bring him back to the Administration.[3]
