In the Pits (flashback)[]
Shortly after the Merge, Blake Donovan and some Administration Agents would come to the pits upon learning of an illegal gladiator arena, but the Pit-Master bribes him to look the other way. When one prisoner named Jay was discovered to be the Master of Lightning, the Pit-Master, traumatized from the last Master of Lightning, demanded Blake to get rid of him, doubling the bribe money. Blake took Jay to the Department of Vacation Simulation, where he had Jay's memories erased and made a request to bury Jay's gi, claiming it as incriminating evidence.
Tonight We Hunt Monsters (flashback)[]
While other Administration Agents were giving Jay supplies, Agent Donovan appeared, saying he was worried about him. While Jay was surprised Donovan knows him, Donovan lied and told him that he is his best friend and got surprised to see his clothes. Then he took him to the Administration.
At some point after Jay become the manager of Department of Reassignment, Donovan came and started playing Galamorph X-Post with him on the monitor after Jay dismissed Prentis. While playing, Donovan asked to Jay if he is planning to date the Merlopian girl in HR Department, only for Jay to refuse it and say he feels like the perfect person for him is already out there, making Donovan worried. To change the topic, Donovan showed him a "photo" from their first permit inspection, saying that they had the best of times as Jay beat him in Galamorph.

After the ninja and Jay sneaked into a cubicle Donovan entered, Jay grabbed him and started to question him. Donovan tried to talk to him by asking where he had been since the equipment reclamation operation in Mysterium, only for Jay to tell him to shut up and how he is showing fake photos of them working together, surprising Donovan. After Jay showed him bury the incriminating evidence form, Donovan realized Jay found out about the truth. Jay asked him who erased his memories, Donovan said there are things we will never understand, causing Jay to pull his Lightning Daggers and threaten to kill him. However, Donovan told him there is a way to get his memories back and gave him the location he should go. When Jay asked why he should trust him, Donovan said he is his only hope, making Jay accept his deal. As he gave them the access code, he kicked the chair to hit Jay and used the tubes to escape, as well as calling some Administration Agents to arrest the ninja and Jay.
In the Pits[]
After the ninja freed the Pit-Master's hostages, Blake arrived to mock the Pit-Master of his predicament, and the Pit-Master complained and refused to bribe him any further. Thankfully, the Pit-Master was no longer an issue for the ninja because Blake ordered his men to take him to the Department of Vacation Simulation to brainwash him and bureaucratically deal with his crimes.

After Nya checked one of the monitors in the Department of Vacation Simulation, she said that Donovan wasn't lying and that the equipment could be used to block someone's memories.
