Overview
The Council of Sources[1] (also known as the Council of Source Dragons[2]) is a council composed of the Source Dragons, responsible for overseeing the Merged Realms and maintaining balance within them. However, the death of the Source Dragon of Balance and the threats to the Source Dragons led to a stalemate regarding their governance over mortals.
Lloyd overheard their argument as one half of the council decided to awaken the Arc Dragon of Focus due to Thunderfang's return, whilst the other half didn't. Following Thunderfang's defeat, the Source Dragons of Strength, Life, and Focus withdrew from the council after the ninja awakened the Arc Dragon of Focus without the council's consent, creating complications with Elemental Powers.

At some point in the past, the First Spinjitzu Master sought the aid of the Source Dragons, requesting a share of their energy to create three Dragon Cores that would maintain the separation between realms. The Source Dragons deliberated on whether to assist him, and the debate was heated until the Source Dragon of Balance, who had a preference for mortals, cast the final vote in favor of aiding him. However, their promise to the First Spinjitzu Master led to the Council's conflict with Thunderfang, who, after the War of Oni and Dragon, aspired to become the Source Dragon of Chaos. Deeming him unworthy, the Source Dragons consistently rejected his aspirations for divinity. Angered by their denials, Thunderfang plotted to overthrow the Source Dragons and claim their power by consuming their souls. To stop the Chaos Dragon, the Source Dragons agreed to summon their champion, the Arc Dragon of Focus, who ultimately defeated and imprisoned Thunderfang in the depths of the First Realm after he attacked the City of Temples.
Dragons Rising, Season 2[]
After his release, the Source Dragon of Energy informed the others of his freedom—earned through Lloyd’s actions. Seeking guidance to counter Shatterspin, Lloyd requested a vision, and the Source Dragons summoned him to their void. Their opinions differed: the Source Dragon of Life recognized him as an Elemental Master of Energy, while the Source Dragons of Motion and Strength doubted him—the former sensing danger, the latter dismissing him outright. Defending Lloyd, the Source Dragon of Energy reminded them that this mortal had restored his life force. Acknowledging the debt owed, the Source Dragon of Motion finally relented and granted Lloyd a vision of Egalt’s domain, hinting that the Dragon Masters could aid his mission.
When three Arc Dragons were slain, the Source Dragon of Motion felt their deaths through her bond with the Life Source Dragon. Knowing Lloyd’s connection to their kind, she warned him of the killers and recognized the map carried by the late Matriarch of the Mountain Dragons as one leading to the City of Temples. She urged him to join the Tournament of the Sources, believing it would expose the culprits.
After the Tournament, Lloyd mourned what he saw as failure. The Source Dragon of Motion appeared to reassure him: the true purpose had been fulfilled—the killers, the Forbidden Five, were revealed. Though they escaped, Lloyd had thwarted Ras and protected the Source Dragons. For this, she praised his courage and granted him a Source Dragon Icon forged from her scale, instructing him to call upon her once in a true need before vanishing.
Dragons Rising, Season 3[]
The return of Thunderfang, who aimed to ascend as a Source Dragon by amassing enough souls to usurp the Source Dragons, led to an impasse within the Council of Sources. The Source Dragons of Motion, Flow, and Energy advocated for intervention by summoning the Arc Dragon of Focus to confront the Chaos Dragon. However, the Source Dragons of Strength, Life, and Focus opposed this course of action, arguing that aiding mortals again would ultimately lead to greater turmoil for the Source Dragons. They were acutely aware of the existential risk posed by Thunderfang's potential victory, yet they maintained that complete withdrawal from mortal affairs was the wisest strategy.
The ninja, acting independently of the Council's authority, awakened the Arc Dragon of Focus to combat Thunderfang. This incited the ire of the Source Dragons of Strength, Life, and Focus, who subsequently severed their ties with the Council, leaving the Source Dragons of Motion, Flow, and Energy as the remaining members. This shift caused disruptions for those wielding Elemental Powers, complicating their abilities. The remaining members of the council then debriefed, coming to the conclusion that it will be the mortals who will suffer the consequences, especially the Elemental Masters, and that this could cause the loss of the universe.
